As of right now, it is not possible. You get 49 points to put into your skills, (50 is max level) and there are 3 Skill Trees to choose from. Rage / Combat / Survival. Each one to max it
Logan Carter Skill Tree. Considered as a jack-of-all-trades, Logan is a character with no real strengths or weaknesses. His Fury skills allows him to throw weapons at longer ranges with increased lethality. He also puts alcohol in good use. There are two skills that gives significant benefits to him while he’s drunk.
Numen Skills you should take: Corpse Blossom. Born Survivor. Amy is the character in the game with the highest Agility and Critical damage. This build is designed to take full advantage of those perks. The idea is that players would use skills like Dodge and Dash Strike to move in and out of battle constantly.

Highest level is only 70? Well im not impressed with that. Ha you would think the highest level you would be allowed to get is to get all the points/skills/upgrades. Yet i still gain xp. Anyways its still a great game, Not happy about the leveling tho. Then your skill choices would make no difference.
Then it unlock the next row below it which contains 3 new skills to acquire. It's a 2x3. In order to get to the second 3 skills below the first 3 slots, you need to unlock ONE slot THREE TIMES. That you allow you to move further below to the next row. So basically it is like a maze, to get to the row below it, you need to unlock one slot 3 times.

You just need to have 3 points used in that row, you can put 1 point in each of the three in the row to unlock the next tier or put 2 points in one and the third in another. I used the new create character option on PC to test out skill and gave it a try since I wasn't sure myself before this, and it worked.
